Evidence and Learning Specialist

Eduardo Pages serves as Evidence and Learning Specialist at the Pulte Institute for Global Development’s Evidence and Learning Division. He provides management and data analysis expertise for a series of evaluations seeking to understand the long-term impact of projects funded by the U.S. Agency for International Development (USAID). Eduardo supports the execution of assessments in various development areas, from conflict prevention to agriculture and digital development.

Eduardo is an experienced applied researcher focusing on democratic and climate resilience, economic development, and evaluation. Before joining the Pulte Institute, Eduardo served as a researcher at the International Republican Institute, where he supported the creation of evidence-based resources on “what works and why” in the Democracy, Human Rights, and Governance (DRG) sector. Leveraging his expertise on democratic backsliding, Latin American politics, and mixed methods, he helped conduct two evaluations of projects funded by the U.S. Department of State.

While working as a researcher at the German Institute for Global and Area Studies, Eduardo supported the comparative analysis of legal frameworks granting political rights to migrants in the Southern Cone and the Caribbean. He also has served as a policy consultant for think tanks and political parties in Guayaquil, Ecuador.

Originally from Ecuador, Eduardo received his bachelor’s in political science and a master’s in Latin American studies from the Freie Universität Berlin. A recipient of an Ernst-Reuter Scholarship, he further specialized in politics and economics as a foreign exchange student at the University of Pennsylvania. Eduardo also holds a Master of Global Affairs from the University of Notre Dame Keough School, where he received a Riberas Orjales Family Fellowship.
