The Pulte Institute for Global Development congratulates Dr. Paul Perrin, Director of the Institute’s Evidence and Learning Division, on his appointment as Associate Professor of the Practice within the Keough School of Global Affairs. The appointment comes as recognition of Perrin’s contributions in teaching and research since he joined the University of Notre Dame in 2017.
“Paul’s breadth of professional experience in international development has proven to be an invaluable asset for the Keough School in both teaching and research,” said Ray Offenheiser, Director of the Pulte Institute. “His generosity in mentoring students, providing guest lectures, and advising on research methods has won him wide appreciation among his colleagues, who I believe will warmly welcome his faculty appointment.”
As Evidence and Learning Director, Perrin leads the Pulte Institute’s efforts to generate useful evidence for approaches and policies that foster integral human development. His experience in monitoring and evaluation and implementation science activities in resource-challenged environments has allowed him to contribute to more than 30 projects and 10 publications during his three years with the Pulte Institute. Perrin has also taught several courses for the Keough School, including “Introduction to International Development Studies” and “Monitoring & Evaluation in Global Affairs”; as well as a “Global Health Project Design and Management” course for the Eck Institute for Global Health.
Prior to joining the Pulte Institute, Perrin served as the Director for Monitoring, Evaluation, Accountability, and Learning at Catholic Relief Services (CRS). He has also worked as Senior Technical Advisor for Health Research and Evaluation at CRS, and as Information Officer at the Office of U.S. Foreign Disaster Assistance within the U.S. Agency for International Development (USAID). During his tenure at USAID, Perrin served as editor-in-chief for two of the office’s annual reports, an information coordinator for the Haiti earthquake response management team, and provided information support to the Europe, Middle East, and Central Asia team.
Perrin completed his PhD in International Health at the Johns Hopkins University Bloomberg School of Public Health, with a certificate in humanitarian assistance. He also holds a Master's in Public Health and a Bachelor's of Arts in Linguistics from Brigham Young University.
